The Chief Financial Officer (CFO) reports to the Chief Executive Officer and is the senior executive responsible for the financial leadership of the Agency. The CFO also has accountability for the Finance and Accounting function. The CFO plays a critical role in shaping and executing the organisation’s financial strategy, translating strategic objectives into disciplined financial planning, and effective execution of duties related to the Tax Refund Reserve Fund (TRRF), and operational delivery. The CFO leads on budgeting, forecasting, financial reporting, cash flow management, financial controls, and continuous process improvement to ensure the Agency’s financial framework supports statutory obligations, organisational sustainability, and strategic priorities. Additionally, the CFO has accountabilities for all day-to-day accounting activities of the Agency and the accuracy of internal controls, as well as maintaining strong financial integrity, and compliance. Key Responsibilities include but are not limited to the following: ■ Oversee the day-to-day management of CITA’s financial operations, ensuring accuracy, timeliness, and compliance across accounting, reporting, and reconciliation processes. ■ Act as the principal executive translating organisational strategy into financial leadership, governance, and disciplined execution across all finance initiatives. ■ Ensure that accounting practices, financial controls, reconciliations, and financial statements comply with government standards and statutory requirements. ■ Provide executive oversight of monthly and year-end close activities, with direct accountability for the effectiveness and accuracy of internal controls and financial integrity. ■ Own enterprise-wide financial planning, setting the strategic direction for annual budgets and forecasts to align resource allocation with organizational priorities and long-term objectives. ■ Ensure adherence to relevant accounting standards, financial policies, and government regulations. ■ Develop and maintain a high performing finance team.
requirements.■ Provide executive oversight of monthly and year-end close activities, with direct accountability for the effectiveness and accuracy of internal controls and financial integrity.■ Own enterprise-wide financial planning, setting the strategic direction for annual budgets and forecasts to align resource allocation with organizational priorities and long-term objectives.■ Ensure adherence to relevant accounting standards, financial policies, and government regulations.■ Develop and maintain a high performing finance team.Qualifications, Knowledge, and Experience■ A bachelor’s degree in Accounting, Finance or a related field is required.■ A professional accounting qualification (e.g. ACCA, CPA, CA, CIMA) is required.■ Extensive knowledge of accounting principles, financial planning and reporting, budgeting, and forecasting.■ Knowledge of and experience with international taxation principles related to corporate income tax is required.■ In depth knowledge of taxation principles related to corporate income tax in Bermuda is preferred.■ Expert knowledge of financial systems and accounting platforms, with demonstrated ability to implement, manage, and oversee the effective use of finance tools.■ Minimum of 15 years of experience in accounting, finance, or financial management with at least 7 years’ experience in an executive finance role with responsibility for effectively leading a finance team.■ Proven ability to lead financial operations and reporting.■ Proven track record of ensuring financial compliance and liaising with regulatory bodies.■ Knowledge and understanding of public sector accounting standards and public sector financial management is an asset.■ Knowledge of Bermuda’s financial regulations is an asset.
