The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a Senior Officer in our Supervision (Conduct Regulation) Department. Reporting to the Assistant Director - Conduct Regulation. The Senior Officer will be responsible at a working-level within the Department for the development and ongoing maintenance of the Conduct supervisory framework and Conduct-related guidance for regulated firms. Additionally, the incumbent will assist with the assessment and analysis of regulated entities to comply with their Conduct of Business obligations. This is a key role for the Authority, and the postholder will be responsible for, but not limited to: Leading at a working level the development and ongoing refinement of the Conduct supervisory framework, comprising the firm risk assessment model, related metrics and supervisory guidance, and ensuring it is aligned to our Codes of Conduct and Conduct Principles, and working with other Supervisory Departments to ensure its consistency within the Authority’s overall supervisory framework. Leading the ongoing execution of the risk assessment model: working with internal BMA data and/or IT specialists and other supervisory areas, soliciting, ingesting and providing clean firm data to the risk model, providing periodic assessments of a firm’s risk from a conduct perspective and continuously refining the risk model over time Leading at a working level, the ongoing development of Conduct guidance for regulated firms, working with our Policy Department and firms, ensuring it is aligned with organisational objectives and regulatory standards and understood by regulated firms Supporting all facets of regulated entity supervision in relation to their Conduct of Business obligations, including on-site inspections, desk-based assessments, ongoing supervision and/or periodic evaluations Collaborating with internal stakeholders to align Conduct Regulation framework(s), policy, procedures and/or projects Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post
Requirements
This position requires a proven technical and business background; therefore, the post-holder must have: A master’s degree in business, insurance, finance, accounting, public policy, law, or a related field or a bachelor’s degree together with an equivalent qualification in a relevant area from a recognised institution or professional body Minimum of seven (7) years of relevant experience (i.e., experience as a policy analyst or supervisor with a financial regulatory body, a regulatory-focused consultancy, or within compliance, risk, and/or audit at a regulated financial institution) Experience in supervisory framework development and/or developing guidance for regulated firms Experience with stakeholder collaboration, both internal and external Experience in conducting research, analysing, modelling and interpreting data to extract relevant insights and support decision-making Demonstrated history of project management experience, especially in planning, project leadership and risk and issue management, with excellent organisational skills and the ability to prioritise multiple tasks, projects and assignments using effective time management skills Ability to work independently or as part of a team, prioritise effectively and take a proactive approach in dealing with related matters Demonstrated written and verbal communication and presentation skills Experience in interpreting applicable legislation and regulations is an asset Experience in interpreting, supervising and/or analysing Code of Conduct regulations is an asset
