The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a FinTech Specialist - Payments in our Supervision (FinTech) Department. Reporting to the Assistant Director, The FinTech Specialist - Payments will be responsible for designing, implementing, and operationalising elements of a modernised payments framework, as well as licensing and supervising operators in the sector. The postholder will be pivotal in ensuring that the Authority’s regulatory approach to payments is informed by a detailed understanding of how modern payment systems are built and operated in practice. Key Duties and Responsibilities This is a key role for the Authority and the postholder will be responsible for but not limited to: • Conducting in-depth research and analysis on emerging trends, business models and infrastructures in the global payments industry, including developments in digital wallets, stablecoins and AI in payments • Providing expert input on the regulatory, technical design, architecture and operational resilience of payment operators • Identifying emerging policy needs and contributing to the design and implementation of regulatory policy, informed by the operational and technological realities of modern payment systems • Driving awareness, understanding, and adoption of the Authority’s payments regulatory framework, including leading strategic engagement with industry participants, industry bodies, and other regulators to ensure consistent interpretation, practical implementation, and market readiness • Preparing actionable reports and recommendations to senior management on the viability, risks and scalability of new payment technologies • Acting as a subject matter expert for the Authority on payment matters, delivering technical advice to colleagues across AML/ATF, Cybersecurity, Banking, Trust, Corporate Services and Investment, Prudential, and Financial Stability functions • Conducting on-site reviews and supervisory meetings, and analysing selected FinTech businesses utilising various risk assessment methodologies to evaluate compliance with existing laws, regulations, policies, and procedures; identifying risk issues; and formulating reports on findings for submission and discussion with management • Examining submissions for licensing applications from FinTech entities, creating risk reports, and providing recommendations to management • Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post.
Requirements
This position requires a proven technical and business background, therefore, the postholder must have: • A master’s degree in business, finance, accounting, law, or technology, or an equivalent professional qualification (including recognised payments certifications), supported by relevant working experience in FinTech • A minimum of seven (7) years of relevant experience of which at least three (3) years should be at a senior level working within a regulated financial services business and/or with a financial regulatory body, with preference for experience related to FinTech • A strong working knowledge of at least one international payments framework (e.g. UK, EU, Singapore, Australia, UAE) and international payments standards (e.g. ISO 20022) • Demonstrated expertise in analysing and evaluating payments system architecture, cross-border payments, interoperability, transaction flows, and settlement processes, including advanced knowledge of DLT-based payment and settlement models. • The ability to critically assess business models, infrastructure scalability, and operational resilience of payment operators • Excellent analytical, writing and communication skills, with the ability to translate complex technical concepts into clear supervisory insights • Proven ability to work independently in a fast-paced environment and collaboratively across multidisciplinary teams • Excellent attention to detail
