Chief Operations Officer

The Chief Operations Officer ("COO") is responsible for ensuring that operations within the Airport Service Delivery Unit are delivered safely, efficiently, and cost-effectively, in alignment with the organisation's strategic objectives. This includes adherence to approved operational and capital budgets, as well as compliance with the established policies and procedures. The COO is also responsible for overseeing risk management within the Airport Service Delivery Unit, ensuring that operational, financial, and strategic risks are identified, assessed, and mitigated in alignment with the Authority's risk management framework and regulatory obligations. Responsibilities include, but are not limited to the following: 1. Safe Operations and Service Delivery Delivery of the Retained Government Services in accordance with the Bermuda Airport Authority Act 2017. Operations within the Airport Service Delivery Unit (ASDU), ensuring compliance with applicable statutory, regulatory, and corporate assurance requirements. Acting as Accountable Manager with regard to compliance with UK ASSI and BCAA regulatory requirements, ensuring that all applicable operational approvals, certifications, licensing, and deviations are maintained. Management, administration, and implementation of the ASDU Quality Management and Aviation Safety Management programmes. Management and oversight of all ASDU third-party agreements including those relating to AIS, RFFS, and the US FAA, and also for meeting the requirements of the CTBTO post certification activities service contract. 2. Leadership and Management of the BWS and ANS Teams 3. Oversight of the ANS and BWS operational budgets and capital project planning and management 4. Application of the Authority's Health and Safety management systems. Education and Experience: A Bachelor's degree in Business Administration, Engineering, or Law (with a focus on contract law), and at least 10 years' experience managing complex aviation service contracts. Alternatively, extensive industry training or qualifications with a minimum of 8 years' direct aviation industry experience will be considered. Demonstrated expertise in Aviation Safety Management Systems (ASMS) and Quality Management Systems (QMS), with recognised audit qualifications. Proven track record in delivering airport and aviation service contracts, including government contracts in areas such as air traffic control, meteorology, air traffic engineering, and airport infrastructure maintenance, or in similarly complex environments.
