FINANCIAL ANALYST

The Regulatory Authority of Bermuda (the "RA") is seeking a detailed-oriented, thorough and organized Regulatory Financial Analyst. Reporting to the Head of Regulation, this position evaluates complex utility company filing petitions, testimony and financial schedules. The Regulatory Financial Analyst makes recommendations based on evidence-based analysis, prepares formal reports of findings and recommendations and keeps abreast of regulatory best practices in tariff reviews. KEY DUTIES & RESPONSIBILITIES Prepare financial assessments Collect and analyze data using forecasts and modeling tools Monitor, interpret, and forecast relevant financial market trends Prepare written reports, tables, and charts of findings. Monitor compliance with all applicable obligations of sectoral participants concerning tariffs, significant market power remedies, and other related matters Assist with the drafting of statutory instruments and publications with dependency on financial input Develop financial guidelines and standards, and recommend points of view for formulating policies and procedures Identify and drive process improvements, including the creation of standard and ad-hoc reports, and tools and develop automated reporting/forecasting tools Facilitate the transfer of knowledge and contribute to capacity building efforts within the organization Work with other departments to accomplish common regulatory objectives Any other duties as assigned by the Head of Regulation QUALIFICATIONS, EXPERIENCE AND SKILLS Bachelor's degree in Accounting or related field from an accredited University Internationally recognized accounting designation or chartered financial analyst designation with at least two-years post qualification experience 4+ years' experience in an established accounting firm or a utility's regulatory environment Proven track record as an Analyst, Accountant or other related role Ability to perform analytical and research work and to evaluate, assimilate and report on findings Expert knowledge about finance and accounting with proficiency in accounting principles, financial markets, reporting of financial data and analysis Ability to work at both the strategic and tactical level, as well as taking the initiative to diagnose issues and implement solutions Prepare and maintain reports, documents, and statistics Strong communication and project management skills Accurate and precise attention to detail Strong organizational and interpersonal skills Proficient in MS Office Microsoft excel Not essential, but experience in the sectors falling under the remit of the RA, electronic communications, fuels and/or electricity, would be useful

Requirements
